TMA Changes for the 08-09 Season
Introduction
Welcome to the 41st VAST annual meeting hosted by Essex County. This mini-seminar is designed to outline the TMA changes for the “08-09” snowmobile season. Because of the sweeping changes that were made last year, and the lessons we have learned, it has been necessary to make some adjustments in our TMA program. We ask that you take this important information back to your clubs & counties to be shared with those who are unable to attend. Hopefully it will make all our jobs easier.

Overview of Changes
* This years TMA application form will be a 3 part generic 11”x 8.5” form for all categories. Five-day passes will still come in booklet form, with the decal attached. You will need to fill in the price of the TMA you are selling. This form also allows you to assign club membership to someone other than the registered owner.
* Decals for all categories of TMAs, except for the 5-day passes, will be on 11x8.5" perforated sheets and will look the same as last year. Sheets will fit in 3-ring binders.
* Classic TMAs have been combined into just two categories, Classic Early and Classic Regular. (No resident / non-resident)
* There will be a single 5-day TMA price this year combined for both residents and non-residents. There will be no early birds and these TMAs will be sent to the clubs on Dec. 1st with the regular season TMAs. The 5 –Day pass will come in booklet form and you will process them exactly the same as last season.
* There is a grooming surcharge of $20 which will be added to the price of each TMA.
Early Bird TMAs
Early Bird TMAs have been sent to clubs. They received the number (plus 10%) of each category that they sold last year. Early Birds may only be sold through Dec. 15th. Any sold or unaccounted for after that date will be charged to the clubs at the regular TMA rate. All sold Early Bird TMAs and all unsold Early Bird TMAs must be received, postmarked, in the VAST Office by Dec. 29th. Any TMAs received after that date, will be re-billed to the club at the regular TMA rate.
The board of directors has mandated that any club that returns Early Bird TMAs after the due date of December 29th, shall be charged the regular season rate for those sold or unaccounted for.
Regular TMAs
Regular priced TMAs will be sent out to your clubs on or about December 1st.
You will receive 2 times the number of each category that you sold last year, additional TMAs will be available on request. The same application form will be used for both regular and early bird TMAs. You will receive regular priced decals for all TMAs sold after December 15th. The same changes apply for the Classic TMAs and 5-Day TMAs.
Please make sure no regular TMA stickers are sold as Early Birds and no Early Birds are sold as Regular TMAs. All TMAs must all be sold at the price they were charged out at by the VAST Office. All sold and unsold regular TMAs must be received, postmarked, in the VAST Office no later than May 1, 2009.
Volunteer TMAs
Volunteer TMAs will be sent out with your Early Bird shipments. The price of a Volunteer TMA is $25 before club / county dues and the grooming surcharge, whether sold before or after Dec. 15th. As in the past, each club will receive 8 and 1 additional for each 10 miles of trail they maintain. If you haven’t yet sent in your club’s policy for issuing the Volunteer TMAs, you will need to in order to receive your Volunteer TMAs. The same TMA application form will be used for selling the Volunteer TMAs and as usual there will be specific Volunteer decals. All sold and unsold Volunteer TMAs must be received, postmarked, in the VAST Office by May 1, 2009.
Reminders
* Deadline for selling early birds is Dec.15th. All early birds, sold and unsold need to be returned to VAST by Dec. 29th.
* Deadline for all regular TMAs, sold and unsold, must be returned to the VAST Office by May 1, 2009
* A grooming surcharge of $20 for all TMAs was approved by the membership at the Annual Meeting.
* The price for Classic and 5-Day TMAs will be the same for residents and non-residents. There will be no early bird 5-Day TMAs.
* The 5 –Day pass will come in booklet form and you will process them exactly the same as last season.
* A non-resident who owns property in VT can purchase a resident TMA if their snowmobile is registered in VT. They must show proof of property ownership. Please be sure to issue the resident decal in this instance.
* When selling Family TMAs, you must check to insure all machines are registered in the same name. The first 2 TMAs are sold at the regular resident or non-resident fee (either early bird or regular price) and get a resident or non-resident sticker. Any additionals are sold at the family rate (early bird or regular) and get a family TMA sticker. Please enter the first two regular TMA numbers sold on the application forms of all family TMAs sold.
* Please check your consignment forms to make sure you have received the correct number of TMAs. When you are satisfied please return the pink copy to the VAST Office.
* There is a $5.00 replacement fee.
* Please remember to use the correct stickers for the category TMA you are selling.
* DO not get the Early Bird and Regular Season decals mixed. They are different.
